Notary Neighbor Mobile Services was founded by Phyllis Hilley, who, after retiring, found herself spending much of her time caring for a relative in a long-term nursing home and volunteering at the Senior Community Services Center. During this time, Phyllis observed a common challenge faced by many seniors: accessing notary services. Realizing that many individuals with mobility issues or those residing in care facilities were unable to easily get their important legal documents notarized, she decided to create a solution—offering mobile notary services directly to them.

Inspired by her own experiences and a genuine desire to help others, Phyllis set out to provide a service that would allow seniors and their families to handle essential legal matters from the comfort of their homes or care facilities. Notary Neighbor Mobile Services was born out of this vision, focusing on delivering convenient, reliable, and compassionate notary services to those in need.
